The cheapest part of Manhattan now is probably Inwood. The cheapest part of New York City overall would be the South Bronx. Of course it also depends on what you are looking for. Larger apartments (e.g. anything 2 bedrooms or bigger) are expensive all over the city, and (with the exception of Manhattan) they tend to vary less in price. If you’re looking for houses, your best deals are likely to be in Staten Island. If you’re looking for apartments in high rise buildings with doormen then Riverdale in the Bronx or Forest Hills or Rego Park in Queens would be your best bargains.

Geographers talk about the “distance decay function.” It means that effects diminish with distance. In the case of New York City - I assume you mean the city, not the entire state - it means that the farther you get from Manhattan, the cheaper it is.
You also get discounts for living in a dangerous, crime-ridden neighborhood, being far from public transportation, and being near something unpleasant like a landfill or airplane runway.

The more rural you get in New York State, the lower the cost of living. It goes without saying that the more rural you are, the fewer amenities are conveniently available, with few exceptions.
You can find significantly lower living costs from Sullivan County north and west . On the east side of the Hudson you really need to be in Columbia County before living costs start to drop. If there are lower cost parts of Long Island at all they would tend to be away from the south and north shores, way out.

It used to be Brooklyn, but now that Brooklyn has been dubbed “the New Manhattan” it has become pretty expensive. The Bronx has become expensive and fashionable since celebrities such as Jennifer Lopez and Alexandria Ocasio-Cortez have publicized it as their home borough (J. Lo’s recording “Jenny from the Bronx” was hugely popular). Staten Island has never been cheap, and if it were, the cost of the commute would add to the expense of living there. That leaves Queens which, fortunately, has excellent transportation means and is not a bad borough, not at all.

I am not taking the time to Google the official statistics (hint, hint) but would offer a general observation that any place in the state more than 60 miles north and west from Manhattan, with the possible exceptions of the Albany-to-Saratoga corridor, and “anomalies” like Millbrook, is significantly less expensive than most people realize.
But I can't really say if Utica, Elmira, or Olean (to pick three likely candidates) is the absolute cheapest.

Currently, the least expensive neighborhoods in Manhattan would be Washington Heights, Inwood, Spanish Harlem, and certain parts of central Harlem.
However, keep in mind that “cheap” is relative. I have a rent stabilized 1br unit in an elevator building. I live in Inwood, right near the edge of Washington Heights. The rent for that apartment is over 3x what the mortgage on my old 2br house (on an acre of land) was when I lived upstate.

For a temporary stay you should look into hostels, airbnb (probably a shared apartment with the host), or even couch surfing. In terms of locations, generally outside Manhattan will be cheaper. The best deal in my opinion, will be somewhere in Jersey City which is new, clean, safe and nice. Mostly, it’s super convinient to get into Manhattan; 1–2 subway stops to get to the West Village in under 10 minutes for example. The cheapest area to live in Manhattan is definitely the northern part Washington Heights. A side note, if you don’t mind a lack of easy subway access you can always try parts of Upper East Side. However looking at places in the outer boroughs such as Brooklyn and Queens can give you good value and maybe a bit more square footage.

There may be pockets of affordability inside the city that others can tell you about better than me. There has been a migration of younger millenials out along the train lines to places in New Jersey like Hackensack, Hoboken, Jersey City and elsewhere across the river from lower Manhattan that were once dumps and are now reviving. None of these places are exactly cheap, but you get considerably more for your money than you do in the city.

I’m assuming you mean New York City. In general, the cheapest parts of the city are those which are least accessible by the subway or mass transportation (with other factors involved). Manhattan is always expensive, but generally the areas along the East River that don’t have a view and are far from any subway are going to be cheaper than other parts. Out in Queens, those areas beyond the last stops on the subway are often less expensive.

Rent control proper ended in 1978 . No additional properties were ‘rent-controlled’ after that.
so you need to find someone who is living in one of these units, and you need to move in with them for 18 months before they die. Get a Joint bank account and have both names on the check.
When they pass away, you’ll have control over a rent-controlled apartment! Many of them are 1400 St ft two-bedrooms with spacious closets and pre-war features like fireplaces and full eat-in kitchens.

In addition to that we have a lot of brand new apartment buildings now in New York City that have been sprouting up like mushrooms for the past several years. The cheapest area to live in Manhattan is definitely the northern part Washington Heights. A side note, if you don’t mind a lack of easy subway access you can always try parts of Upper East Side. However looking at places in the outer boroughs such as Brooklyn and Queens can give you good value and maybe a bit more square footage.

There may be pockets of affordability inside the city that others can tell you about better than me. There has been a migration of younger millenials out along the train lines to places in New Jersey like Hackensack, Hoboken, Jersey City and elsewhere across the river from lower Manhattan that were once dumps and are now reviving. None of these places are exactly cheap, but you get considerably more for your money than you do in the city.

everything depends what do you call relatively cheap. And when are you planning to work. Then you look for a place. But NY has a good public transportation by buses and trains. Just find something close any station.

I’m assuming you mean New York City. In general, the cheapest parts of the city are those which are least accessible by the subway or mass transportation (with other factors involved). Manhattan is always expensive, but generally the areas along the East River that don’t have a view and are far from any subway are going to be cheaper than other parts. Out in Queens, those areas beyond the last stops on the subway are often less expensive.

You need to find a really , really old person who lives in a rent-controlled apartment.
Rent control proper ended in 1978 . No additional properties were ‘rent-controlled’ after that.
so you need to find someone who is living in one of these units, and you need to move in with them for 18 months before they die. Get a Joint bank account and have both names on the check.
When they pass away, you’ll have control over a rent-controlled apartment! Many of them are 1400 St ft two-bedrooms with spacious closets and pre-war features like fireplaces and full eat-in kitchens.

don't rule out locations outside Manhattan that are close to public transportation such as Western Queens (Astoria, Long Island City, Sunnyside, Woodside), Brooklyn, Westchester County, Rockland County, and Jersey City, NJ. NYC is very accessible. Most New Yorkers don't live in Manhattan. If we can commute to Manhattan, so can you.

I would say the upper Eastside and The upper Westside. In addition to that we have a lot of brand new apartment buildings now in New York City that have been sprouting up like mushrooms for the past several years. Most likely they are very expensive to live in. There are other areas of Manhattan that would have very expensive apartment buildings as well.

The areas that have the lowest cost of living ALSO have the lowest wages, the most poverty and higher unemployment. These places are like far upstate where it’s cold and poor.
That’s a different New York. The regular parts of New York, like all of NYC and the suburbs close to NYC do not have a low cost of living.

Chautauqua County, on the shores of Lake Erie about an hour and a half southwest of Buffalo, has the lowest median income per capita in the state. That is probably a good sign that housing costs are low too.

I’d say Bronx, Jamaica Queens and Staten Island are your best bets for a blended average of the almost polar opposite terms you asked in this question.

The cities furthest from NYC. Watertown, Jamestown, Plattsburgh. Binghamton and Elmira, Hornell, Geneva are good choices for low cost too.
